08/03/14 from the Cornwall Town Police Department:
on Sunday August 3rd 2014 a 64 yr old New Windsor man went into the ER at Cornwall Hospital for treatment for a lesion on the back of his throat at approximately 10am He reported that he was in Rome Italy on July 27 and he bought a book outside the Coliseum. He further added that in the book he noticed a clear envelope that had a white powdery substance in it. When he arrived home in New Windsor he touched the powder and later developed his symptoms. He then produced the substance for the staff for the ER to see.

Being that they were dealing with a foreign substance of an unknown origin the Staff at the ER locked down the Emergency room as a precaution. There were 22 people inside the Emergency counting staff and patients. The staff at the ER then contacted the Town of Cornwall Police to advise of the situation. The Cornwall Fire Dept and the Orange County Hazmat team were then contacted to respond. The NYSP and the FBI responded to assist as well. The substance was tested and determined to be grain flour. The ER was cleared of lockdown at approximately 1:30 pm.
