Pipeline companies always try to do their surveys on private property before the residents are fully aware of the implications. For now, understand that, as a homeowner who may have received such a request, there is absolutely no legal obligation to comply and allow the surveyor on your land. In fact you are totally within your rights to forbid it. To quote from a brochure regarding pipelines, "Property values are lowered by pipeline proximity", and once a pipeline is approved, the Federal Energy Regulatory Commission (FERC)has the power of eminent domain to seize private property. Apparently this proposed pipeline is just getting started. There are lots of questions. Catskill Mountainkeeper is one of the groups that printed this brochure about pipelines.
