Bueno, 32, of Peekskill, NY, was charged with aggravated unlicensed operation of a motor vehicle in the third degree, operation of a motor vehicle by an unlicensed driver, operating a motor vehicle with improper plates, operating an unregistered motor vehicle on a highway, and no/expired insurance.
