General News: Man Charge with Hit and Run

New York state Police charged Baruch Emmanuel, 29 of Danbury CT, with leaving the scene of an accident in connection with the death off Veronica Gutierrez, 24, of Monroe, who was found Sunday along Route 9W.
State Police Captain Joseph Tripodo confirmed that Gutierrez had been found 6 am Sunday on the bottom of the ramp from Quaker Avenue to Route 9W south. Evidence at the scene showed that Gutierrez was struck by a vehicle while lying in the roadway.
Emmanuel, also known as Bruch Medina, was arraigned Monday and is being held on at Orange County Jail in lieu of $200,000 bail. He was also charged with thir-degree bail jumping for a previous DWI charge in the Town of Goshen in 2011
Tripodo said an autopsy was preformed on Gutierrez Monday, and the cause of death was still pending. He added that toxicology results were several weeks away. The investigation is ongoing.

Two questions here: Why was she lying on the roadway before she was run over? How did they track down Baruch Emmanuel? This story leaves me scratching my head.
