Letters to the Editor: New Law Impacts Tax Rate of Villagers

To the Editor:

The village of Cornwall-on-Hudson Local Law to cease as a taxing jurisdiction has significant effects.

The first is that everyone in the village will have their assessments increased and taxes for school and state, county and town increased by at least 3.16 percent and it could be as much as 8.47% because of the differences in the equalization rates.

Secondly, anyone who has a lower village assessment than the assessment imposed by the town will not be relieved of any village taxes and will be paying higher school and state, county and town taxes. 

The Local Law is subject to a permissive referendum.  Will village residents stand by for this tax increase without a fight?

Mr. Jacobowitz, with your knowledge and insight into the ramifications of this village board action, I'm wondering if you, as a vested village taxpayer, might have apprised the mayor and board of this consequence beforehand. I know it's been increasingly difficult in recent years to even form a board of assessment from knowledgeable residents willing to give of their time for this purpose.

Mr. Jacobowitz -

You state that everyone in the Village will have their assessments increased due to this action. How would that happen giving that property values have plummeted so much? I thought the tax assessment was based on the assessment of full market value? I understand that when property values drop the assessor may not make a great change in assessment, if any, but I do not understand how they would increase for everyone.

Would you mind giving the readers some more insight on the how and why of that assertion? I am interested in more knowledge, and would be thankful.
