Letters to the Editor: Questions About the DPW Building

To the Editor:

Sitting in village board meetings, I sometimes feel like Alice, in Cornwall-on-Hudson-Wonderland. Like Alice, I get curiouser and curiouser. Here are some of my questions:

Two weeks ago, I asked if the Department of Environmental Conservation was informed in 2005 when the DPW facility was built on a dump site. I was told the records were missing – but they would meet with DEC.
1. Has that meeting happened?
2. Did we inform DEC in 2005?
3. Did the DEC approve the new plans for re-constructing the DPW facility?
4. What is the cost of the DEC requirements?
5. Is this cost included in the bid price which was mentioned at the budget session on January 2?
6. And if, as Deputy Mayor Edsall told me two weeks ago, the records didn't exist to know if we informed the DEC in 2005, where did Mayor get the information he used to tell the DEC that it was mistaken, and there was no illegal disposal of dump material?

At the January 2 budget session, references were made to a bid for re-construction of the DPW building. Earlier, there was fleeting mention of denied request for variances (to legally omit code-required items).
1. What were these variances?
2. Does the bid cost include code requirements?

Also at the budget session, mention was made of the cost of heating the DPW facility – built of tin, and uninsulated. This building cost almost a million dollars.
1. In 2005 we were aware of high energy costs – why was it not insulated?
Currently the state has said the building has code violations and is not to be used."
2. . Why is it heated at all?
3. Is this building actually being used?
4. Who is responsible?

Also at last night's budget session, mention was made that the insurance will give us $13,000 settlement for a dump truck which will cost $150,000 to replace. This was one of many vehicles which were parked at the DPW facility during the hurricane – knowing this facility was on a flood plain. I understand four feet of water was inside the DPW building.
1. Who was in charge of moving these vehicles to higher ground when a flood is predicted?
2. Who is responsible for the fact that this was not done?
3. Why was this not mentioned by the Mayor, Deputy Mayor or DPW employees at the time?

These were great questions and I know you have asked many of them at the village meetings. It is such a shame that the mayor has not responded to them. I realize that often research has to be done before a response can be made but that does not seem to happen either. This certainly is not open government.

Emily - GREAT questions! I would like to propose that if we do not get satisfactory answers this board and mayor should be voted out. This is absolutely asinine that when we're all strapped for cash in this tight economy we now have to borrow up to $500,000 to clean up the mess from this whole DPW fiasco. I am SO tired of unresponsive government at ALL levels. Someone profited from this whole mess and we're left footing the bill for building we can't use. Disgusting!
