Letters to the Editor: Evidence of Dumping on Dock Hill Road

December 20, 2011

To the Editor:

I was reading the article “DEC to Assess Shore Road Landfill" and I feel Mayor Coyne responded a little too quickly without fully researching the facts. Here is why.

There is overwhelming evidence that the village of Cornwall-on-Hudson dumped municipal waste that was excavated from our closed landfill off of the Dock Hill Extension in a park owned by the people of the Village of Cornwall-on-Hudson. The evidence is in the form of eyewitness accounts, entries in the minutes (that were approved by Mark Edsall) that state the village is dumping there, letters and pictures printed in the Cornwall Local and photos given to Trutee Gosda and me of the dumping at the time by a resident. One can even see this dumping from space!

The Mayor’s letter to the DEC states that they are “misinformed.” I asked the board to send this information to the DEC along with a new letter. Mayor Coyne and Trustees Edsall and Kane voted not to send the above information to the DEC so an informed decision can be made. Trustee Kane actually said he did not believe the information, while Trustee Edsall tried to criticize the pictures from a view of overeight feet away.

After voting against the letter they moved on to voting for the architect to evaluate the contractors that bid on the DPW repair, despite the reality that the DEC will probably change or stop the project. They are moving forward despite no stamped plans, no performance bond, no review of the project by the village engineer, no required review by the DEC, no permit to dig on a closed landfill by the DEC and the village lawyer recommending we not move forward until the DEC approves!

When I stated that we are not doing our due diligence, Mr. Edsall replied “in your opinion!”  It’s not just my opinion, the facts support the allegations. The original building that we are attempting to fix has insufficient columns, insufficient beams, insufficient trusses, insufficient fire rating, no sprinkler system, insufficient footings, no certificate of occupancy, no stamped plans and no DEC permit to dig for the original building. Trustee Edsall is a professional Engineer. “In my opinion,” he is acting negligent. We need to resolve this before we can move forward.

People have defined insanity as doing the same thing and expecting different results. I don’t understand why Trustee Edsall, Mayor Coyne and Trustee Kane are expecting this to turn out different, especially when the DEC has so many questions. Is this the best use of your money?

Andrew Argenio
Trustee
Cornwall-on-Hudson
