General News: Village Approves Tax Cap Override

The Cornwall-on-Hudson Board of Trustees decided in a divided vote Monday to pass a resolution that will allow it override the two percent tax levy cap, if necessary..
The resolution explained that the tax cap without mandate relief will result in disastrous budget deficits.
Village Trustee Barbara Gosda said she couldn’t support the override because it sends the wrong message to Albany and to the school district.
“The town has done this, we’re doing this and the school will be next,” said Gosda. The town of Cornwall managed to keep its tax increase at two percent, despite approving a similar resolution that allowed it to go over. If the school district wants to exceed its two-percent tax cap, it would have to put to a popular vote, and 60 percent of voters would have to approve it. The current 2011-2012 school budget approved in May included a 5.32 percent tax levy increase.
Deputy Mayor Mark Edsall said that the message to Albany should be about the state legislature imposing a tax cap without easing state mandates. He added that if the village’s budget calculations don’t match the state’s, there is a chance that the village could violate the tax cap law without this resolution.
During public comment for the tax cap override, village resident Jan Smith asked why the village needed the override if its budget is currently at a two percent tax levy increase. Village Trustee Jim Kane said that there were several unknown expenses right now including expenses from Hurricane Irene and union negotiations.
Emily Thomas said she wanted the board to take the moral high ground and keep the tax levy cap at or below two percent.
Ultimately the board vote 3-2 in favor of the tax cap override.
