Police charge 18-year-old Carlos Luis Alvarez, of the city of Newburgh, with two felony counts, rape in the third degree and a criminal sexual act in the second degree, as well as two misdemeanor charges of forcible touching, after a complaint by two minor teenage girls about an incident that occurred in the village of Cornwall-on-Hudson three weeks earlier.

5:55 am Police investigate the removal of the electrical meter from the wall of the DB Mart, which left the business without power. The meter was dismantled and left at the scene.
