Letters to the Editor: Dogs Leashed vs. Restrained

March 28, 2011

To the Editor:

Not to take sides in the do-dogs-poop-in-the-woods argument, I find the Black Rock Forest's leash law unnecessarily vague: "All pets must be kept on a leash or otherwise restrained."

The word "restrain" simply means to control, to prevent an entity from doing something unwanted. It could very easily be argued that an owner restrains his or her dog by voice commands--"heel," "sit," "no pooping," whatever. If you want animals leashed, say so.
