Letters to the Editor: Who's Looking Out for Second St.?

March 07, 2011

To the Editor:

All Candidates: Your voice is welcomed for comment.

In reference to Trustee candidate Douglas Vatter’s position posting about the top three issues facing the Village and what are your plans for dealing with them, he wrote:

“Second, the village pays for most of its highway repair with CHIPS money from the state. There is some risk of that going away entirely and, even if it stays, the state is discussing restrictions on how it gets used. We will have to re-evaluate how we handle repaving operations. We traditionally do a lot of oil-and-gravel resurfacing and that may have to change. If the state money goes away entirely, we’ll need to look at alternatives for financing that work. It’s kind of mundane, but this is really quite a big issue.”

Mr. Vatter, in 2009, after 30 years of oil and gravel and tar patching, my street, a very high volume traffic road, Second Street, was entirely repaved at what must have been a great, great cost – tens of thousands of dollars. Second Street was deservedly one of the very few village streets to benefit from complete repaving. Please consider that Second Street is over 111 years old and a lot of car traffic as well as water runs under and over it. Thank you, thank you. The residents of Second Street were all very, very grateful.

In 2010, less than one year later, Central Hudson came in and dug up the brand new asphalt from Hudson Street to Rt. 218 and at every single house from top to bottom. There was not one word from the village. I contacted Central Hudson with the obvious question of disbelief: “Why wasn’t this work completed before our brand new road work was done?" Central Hudson’s response: “The village knew we were coming.” Really.

For over seven weeks, Central Hudson subcontractors diverted traffic, closed the roads, left obstructions and literally tons of gravel and dirt to spit up on our properties. Our beautiful new street and carefully tended lawns were left with huge, jagged scars from end to end. The "repair/patching" of the new road is terrible, as are our lawns.

The silence from the village in communicating this project and or any kind of oversight of Central Hudson is deafening.

With all due respect, where were you Mr. Vatter, our mayor, our Highway Superintendent, our engineer trustee Mr. Edsall; or any single one of our village leaders? Are you each even aware of the above? Have each of you seen Second Street since Central Hudson signed off?

What is your opinion of the road conditions as it relates to the negative effects of an expensive village project, a very large line item in 2009 budget?

What is the village government doing to hold Central Hudson accountable for proper repair of village and private property? If you tell me to call them -- been there, done that -- they directed me to the village. Who was/is watching the store?
