General News: New Voting Machines Installed

Some voters will have a surprise when they show up at the polls Tuesday morning to cast their votes in the statewide primary. They’ll find that paper ballots have replaced the former voting machines with metal levers.
With the new paper ballots, voters will mark their choices for public office with a pen, then place the ballot in a machine, called the Image Cast, to scan it.
Cornwall election custodian Ray Torraca delivered the new voting machines on Friday to local polling places. Along with the equipment, he left posters at each polling station that explain the procedure for voting with the new system. He noted that only a handful of people showed up at demonstrations of the new machines last month.

Was there a problem with the old voting machines? Is this more of our stimulus money at work? Or is it an attempt to confuse voters?
If the old machines had problems, then great, I'm all for improving the system, but one has to wonder why, when we're constantly hearing about increased debt and the tax increases that are needed to fund it, more money would be spent on something that was seemingly fine. Color me confused.
