Letters to the Editor: Candidate Proposes Installment Tax Plan

To the Editor:

The downturn in the economy and the increase in taxes, such as our own Village tax, makes it very difficult for many Village residents to keep up with their mortgage, heating, water and tax bills.

If I am elected, I will see to it that the Village will offer the option of paying of village taxes in two installments. Offering such an option will reduce the immediate financial impact on retirees and others on a fixed or limited income. I am sure many residents will take advantage of this option, particularly considering the new increase to our water bills.
Many other villages in New York including Tarrytown, Ossining and Briarcliff Manor offer the installment payment option to their residents. If adopted, I am confident that our Village Clerk Jeanne Mahoney will provide the most efficient method of implementing such a payment plan (two letters/one letter with two coupons).

Furthermore, I will ensure that arrangements are so that payment can be made direct to our bank, streamlining and saving staff resources and saving more money for taxpayers. In this tough economy, it is an undertaking the Village government could and should adopt.

This is a wonderful initiative you are describing, Mr. Kane, As a person who regularly attends village board meetings, surely you must be cognizant that not only have I made this exact proposal (followed by a full board discussion) during this year's budget season, but we are now well on the way to implementing the installment plan you are describing. With any luck, it could happen in time for March's tax bill, pending research at the state level in which our village clerk is currently engaged.

To be honest, it was as a result of conversations with the same village residents you are describing (those struggling on fixed incomes) over the last few years, that I pushed this idea forward. We were misinformed in past years that there were legal restrictions preventing this initiative, but through persistence we have come to understand that it is possible.

The plan, as I laid out at a recent public board meeting, would be structured in such a way that, let's say, 50% would be due by April 1, and the balance would be due three months later (July 1). The three month window made sense because it would avoid coming too close to the due date for the mother of all taxes: the school tax.

Granted, it comes as small comfort to those with financial hardships or fixed incomes, but I, like you, Mr. Kane, feel strongly that even these small steps will make a meaningful difference.
