General News: COVAC Chief Pushes for Contract

It’s a new year but the Cornwall town council doesn’t look any closer to reaching an agreement with the Cornwall Volunteer Ambulance Corp (COVAC) to grant its independence from the town.
COVAC chief Jack Boyle came to the town council meeting on Monday night to ask the council members about the status of the contract they are negotiating with COVAC. Last month town board members said that they need time to review the proposals before they can comment on them and supervisor Kevin Quigley told Boyle that they still had questions about the financial structure of the proposed move. Talks on the subject first began in 2008.
When Boyle questioned Quigley about his concerns, Quigley pointed to financial considerations involved in the town underwriting the purchase of the COVAC headquarters building. He also said that he has heard from residents who aren’t happy about the prospect of being billed for COVAC’s services for one year while COVAC continues to receive tax dollars.
In November, the top three officers of COVAC resigned suddenly and while new officers were elected in December, Quigley said the incident undermined his confidence. “If you are thinking of buying a company and the three top officers bail out, that doesn’t look good,” he told Boyle, noting that on the surface the new team sounds good.
Boyle says that despite suffering a stroke in December, he has a new billing system in place and ready to go once they can remove any roadblocks to the contract.
During the discussion, council member Randy Clark tried to explain the delay by noting that what looks good for COVAC may not be good for the town.

Wait a minute - they are going to split COVAC from the town and we're going still be giving COVAC tax dollars for a year while at the same time being billed for their services??? You bet I am unhappy at that thought. Why are we considering this? What's driving the change? Where is the analysis?
