Letters to the Editor: Master Plan Meeting Questioned

May 15, 2009

To the Editor:

The public has been invited to attend a Public Meeting, scheduled for tomorrow, starting 9 a.m. at Village Hall, at which the public will not be allowed to speak. That's what the Mayor told Trustees at the Board's session this past week. Nor, apparently, will the Master Plan Comnmittee that created the original draft. It's not even certain that members of the Planning and Zoning Boards will have input, but if they do, they will only be talking about a document the Mayor has made plain he intends to bury (as he has over the past two years of inaction).

The discussion at the Trustee meeting was a farce, as only Mark Edsall questioned why tomorrow's meeting would not discuss a re-write of the plan created late last year under murky circumstances by a junior planner in Goshen (The request for that re-write was made by the Mayor and Barbara Gosda without any discussion with other Trustees.)

Gosda, Rick Gioia and Joe Gross all commented at this week's meeting that there were no real changes in the 'goals' set down in the two documents. Yet one very significant change pops right up in the opening 'Goals' section of the re-write: "Enhance the portion of Storm King Mountain within the village for the benefit of the community (code for development, no?)...while the original draft refers to "....this extraordinary, environmentally senstive place." And defines it as "...a primary location in the annals of the environmental conservation movement in the U.S."

No change in goals?

And where else in the plan re-write are there changes? And where is the analysis of those differences? Why hasn't a red-line version (of changes) been created for public review? I'm not talking about stylistic changes, either. Style takes a back-seat to content.

Well, if the three 'G's'...Gross, Gosda & Gioia...are not yet prepared to share what they're cooking up for us all, let me be of some service.

Here's the plan re-write ordered by Gross and Gosda. Read it over, and see how many differences you can find. And then bring your voice to tomorrow's meeting.

Sincerely,
Lee Murphy
Chair of the Village-appointed Comprehensive Master Plan Committee
