Letters to the Editor: Calhoun's Work at Insurance Meetings

To the Editor:
 
An issue has been raised regarding activity of the National Conference of Insurance Legislators (NCOIL) and its work to help legislators pursue sound insurance public policy and maintain a strong state-based regulatory system.  As NCOIL President, I write to correct these inaccuracies and misrepresentations that unfortunately have become an element of the political fodder prevalent in negative campaigns.
 
Although campaign mailings indicate that the National Conference of Insurance Legislators convenes in what they call "vacation destinations," such as San Francisco and Savannah, in fact what is being disregarded is that NCOIL provides a forum for legislators to hear from fellow legislative colleagues, state insurance regulators, federal officials, insurance company representatives, consumers, and other interested parties regarding insurance-related matters.  Daily NCOIL meetings usually run from 7:00 a.m. to 6:00 p.m.
 
NCOIL deals with issues of importance to New York voters and residents, including children's health insurance, long-term care, physician reimbursements, drug transparency, denial of homeowners' claims, subprime lending, flood coverage, and federal efforts to take over insurance.  NCOIL has developed and adopted model laws on privacy, credit scoring, market conduct, and life settlements, among many others.
 
Assemblywoman Nancy Calhoun participates in these deliberations as chair of our Bylaws Committee and as former chair of both our Workers' Compensation Insurance Committee and Task Force on Terrorism.  She sponsored an NCOIL resolution to Congress that in part resulted in the Terrorism Risk Insurance Act (TRIA), as well as an NCOIL mental health parity model law.
 
NCOIL hopes that future references to NCOIL more accurately characterize the organization and the work it accomplishes to address the transformation of the insurance marketplace in our respective states and commonwealths.

You want a "more accurate characterization" of NCOIL, Mr. Kennedy? How about one by yourself?

In April of this year, Mr. Kennedy (who I understand is unrelated to President Kennedy's family) said of NCOIL, the organization he leads and in which he says Nancy Calhoun is so valuable a participant, that, "It's great to be able to say you pass models, but if that's all you do is pass models and don't actually go back to your individual states and commonwealths and have the bills introduced, all you're doing is patting yourselves on the back but not actually moving forward." Those are Mr. Kennedy's own words. So it's odd that, just two months later, he would have objected so vigorously to Congress looking into increased federal control of the insurance markets.(http://www.house.gov/apps/list/hearing/financialsvcs_dem/kennedy061008.pdf).

Maybe Mr. Kennedy has too much fun on those NCOIL boondoggles he and Nancy travel to.

Wonder if Nancy be going? And, if so, are we paying?
