March 13, 2007
To the Editors:
On Tuesday, March 20th, I will be honored and most appreciative if Village voters will once again provide me a vote of confidence as their choice for Mayor. Yes, it has been a long run and your faith and support has been so important to me. I still have much to offer our community, which has increased in attractiveness and desirability on my watch.
It is obvious to me and others, that my opponent is not qualified or experienced enough for this responsible position and I cannot, in good conscience, say otherwise.
The past few years have been difficult, trying to maintain services with runaway costs primarily caused by mismanagement at the state level. From perceived shortages in the retirement trust funds and heavy levies by the recently departed N.Y.S. Comptroller, to outrageous Workman’s Compensation policies and costs, to runaway Empire Plan employee health costs. This combined with state aid frozen at $16,000 (total) for a decade, has allowed more and more of our tax dollars to flow to the “State of New York City” and other large cities. But, we have survived and are meeting every Federal and State mandate thrown at us, while keeping our financials viable. We have made remarkable progress in cost control and debt reduction over the past two years and expect the 2007-08 fiscal year to bring the Water Fund into the black.
With the Comprehensive (Master) Plan now about ready in draft, hard work by the Trustees, Mayor and staff will be required to achieve the legislation language necessary to give the plan life and meaning. The Revitalization Group will utilize the plan adopted in their ongoing task to formulate proposals to the Village Board, implementing those parts of the plan we can achieve financially with citizen approval.
Critical elections have been lost in the past due to voter apathy. We must turn out a good honest vote to maintain the best possible leadership for our community. Your help is essential.
Thank you.
Edward C. Moulton, Jr.
Mayor
Village of Cornwall-on-Hudson
