Assemblyman James Skoufis shares his letter to the DEC regarding his concerns and objections to the KJ / Mountainville Pump Station proposal.

Dear Mr. Ballard:
I write today to express my deep concerns regarding the above-reference project, which would involve installation of a backup well and 650 feet of pipe to connect to a 13.5 mile-long water pipeline through the towns of Woodbury, Cornwall and New Windsor. As the deadline for public comment on this issue quickly approaches, I write to acknowledge the many outstanding issues on this project as it stands today and ask that more analysis be done before proceeding.
In New York State, most projects proposed by local governments of this scale and nature require, at a minimum, a Draft Environmental Impact Statement as part of the SEQRA process. No DEIS, to my knowledge, has been conducted. Likewise, I find it troubling that Kiryas Joel has declared itself lead agent on a project that is taking place in another municipality. Furthermore, this application, in my opinion, is a clear violation of segmentation as it is an integral part of the aforementioned 13.5 mile-long pipeline project that taps into the Catskill Aqueduct.
Continuing, there is no indication on how this project will affect the water supply of the surrounding wells. Perhaps most concerning, there is no explanation that I am aware of as to where the wastewater would go given that the Harriman Sewer Treatment plant already exceeds capacity. Without a proper and adequate place for the wastewater to go, the surrounding area’s water supply, the local residents, and the local environment are all at-risk from this application; again, the lack of any environmental impact study raises a serious red flag as to the safety and health of this project.
Last but not least, we have not been told, to my knowledge, of the extent of the impact that this project and the larger pipeline would have on the nearby Woodbury Creek, a local resource and well-regulated trout spawning stream.
As the Assemblyman for the area in question, I strongly urge the DEC to halt the Mountainville Pump Station project from moving forward at this time, hold a public hearing on the project to allow community members to voice their concerns, and make a determination only after all of the questions-at-hand have been answered by the applicant.
