A woman from New York City was charged with 10 counts of abandonment and 10 counts of failure to provide proper sustenance after a house inspection by Hudson Valley SPCA Law Enforcement.
According to SPCA Law Enforcement Officer Gene Hecht, Mathea Rubin, who owns a home on Rt 32 in Cornwall, kept 8 dogs and 6 cats in a home without heat, electricity or hot water. Rubin traveled from the city during the week to feed the animals who were kept in cages in the house with wood chips on the floor. HVSPCA found feces and urine throughout the home.
Chief Hecht stated that the animals may be malnourished and sick and that the dogs have not been seen by a vet in years and that the cats has never had veterinary care. Hecht stated that 2 of the cats had been killed by one of the dogs recently and that Rubin was allowed to give the other 4 cats to some of her NYC neighbors who wanted them. Rubin had given 2 of the eight dogs to her daughter.
The animals were taken by Blooming Grove Animal Shelter. Rubin will appear in Town of Cornwall court on January 14th.
