General News: Landscaping Costs at New Park

How did the town of Cornwall get stuck with a $7,000 bill for landscaping at the new Unity Park at Chadeayne circle? That’s what town board member Randy Clark wants to know and he asked his fellow board members on Tuesday night how the spending was authorized when it was never approved.
The landscaping was done in the small park where the new monument honoring Cornwall’s emergency services units now stands. Clark said he knew that the town board voted to approve spending $6,000 for the granite monument but he objected to the additional fee, which, he said, pushed the total cost close to $30,000.
Supervisor Kevin Quigley said that the project had gotten complicated by the installation of a new pressure valve chamber at the site last spring. The village water department dug up an old chamber and replaced it with a new one, creating the need for a retaining wall along Canterbury Creek. Quigley said the town agreed to pay for work on the wall.
The proposal for the emergency services monument was introduced by former town supervisor Richard Randazzo, who left office before the work started on the site.
Council member Kerry McGuinness said that he did a walk-through of the site to help decide where the monument should be placed and he acknowledged that everything was tacitly approved by a member or members of the board.
The landscaping includes paving stones, bushes and an underground sprinkler system, Clark said.
Following the discussion of how the costs may have gotten out of hand, the board voted 4 to 1 to pay the $7,000 bill. Randy Clark voted ‘no,” just as he did last May in a vote to authorize the purchase of the monument itself.

I appreciate the Unity Park --- But I have noticed that the Street light and floodlight above it (as well as MANY others in town) are NOT working --- I know the town pays Central Hudson for every street light on a monthly basis
-- I think given the amount of people who go walking (especially as winter is approaching) and the amount of car break-ins --- this is something that is a safety and security issue. (And it would be nice to have Unity Park lit) Sorry -- If I digressed.
