General News: COH Resident Appointed to CSBG Council

Assemblyman James Skoufis (D-Woodbury) announced that Charles Quinn, a resident of Cornwall-on-Hudson, has been appointed to the state’s Community Services Block Grant (CSBG) Advisory Council. The Assembly Speaker made the appointment at Skoufis’ request.
“Charles brings an exemplary record of serving families in poverty to this new role,” said Skoufis. “I’ve known Charles for a number of years and can personally attest to his expertise and vision as he works to find solutions to some of our state’s most pressing issues.”
Charles Quinn is currently chief executive officer of Regional Economic Community Action Program Inc. (RECAP) and was previously its deputy director of operations. RECAP is an anti-poverty agency in Orange County that implements and coordinates programs to help low-income families and individuals meet basic needs, develop skills and access opportunities to become financially independent. Their programs include treatment for substance abuse, job training, Head Start early learning and supportive housing.
As an attorney, Quinn has also represented clients on housing issues, helping families avoid foreclosure. He has served on the board of directors of Cornell Cooperative Extension of Orange County and as a volunteer firefighter with Storm King Engine Company #2.
“I look forward to bringing the perspective and experience I’ve garnered over the years to the CSBG Advisory Council,” said Quinn. “This is an invaluable opportunity to be of service to New Yorkers and support struggling families so they can build a brighter future. I sincerely thank Assemblyman Skoufis for this opportunity.”
CSBG is a program that aims to fight poverty in communities by providing grants to community action agencies and programs as well as seasonal farmworker organizations throughout the state. The funds help support programs focused on poverty reduction, community revitalization and self-sufficiency for low-income families and individuals. The New York State network is made up of 52 CSGB grantees serving all 62 counties as well as four Native American tribes and tribal organizations.
