Project Description: .
The applicant proposes to construct a new water supply well (Mountainville Well No.1) with 425 gallon per minute (612,000 gpd) capacity to supplement the Village of Kiryas Joel potable water supply system. The project includes construction of approximately 620 linear feet of new 8" diameter HDPE water main, 1500 gallon storage tank, pump house, and associated system components. When completed, the proposed new well will be connected (via 8" main) to a new water transmission main (Phase 1) to be constructed along a portion of Route 32 allowing the Village to connect its existing water supply infrastructure to the NYC Catskill Aqueduct at a point located in the Town of Newburgh. [The Village's proposed pipeline connection to the Catskill Aqueduct is a separate action for a new 13+ mile long water main to be constructed along existing roadway corridors.] The Mountainville Well No., 1 proposal will also consolidate all prior Water Supply permit approvals
issued to the Village into one comprehensive permit, and will increase approved water taking from these (3) existing Village wells: Well No.6 - increase to 250 gpm; Well No. SA - increase to 160 gpm; and Well No. 13A - increase to 106 gpm. The total amount of proposed taking for all wells in the Village water supply system is 1,928,800 gpd (approximately 1.93 mIllion gallons per day); the Village also proposes to temporarily take up to 2.54 MGD (until March 31, 2015). The new well is located on the 9.7 acre Village-owned Mountainville Pump Station Parcel on NYS Route 32 in the Town ofCoffiwall, Orange County.
Availability of Application Documents:
Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.
State Environmental Quality Review (SEQR) Determination
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other involved agencies was performed and a Negative Declaration is on file.

State Historic Preservation Act (SHPA) Determination
A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)
It has been determined that the proposed action is not subject to CP-29.

Does anyone really believe our tax dollars won't pay for this? KJ couldn't survive without pandering politicians giving them our money.Who else would have been approved to tap the Aqueduct? It's all about votes, folks.Disgusting!

This looks like a nothing request, but it is HUGE HUGE HUGE. I'm not sure why this well allows them to then try to hook into the Catskill Aquaduct system that feeds NYC that other communities have NOT been allowed to hook into (being told that the supply is for NYC only). The communities that the water comes from are not even allowed to use the water in times of drought. KJ has been looking for a water source to allow their village to continue to grow at a ridiculous rate for a suburban community (have you driven through KJ lately!?!?). I really hope that this doesn't happen. KJ has not been a particularly good neighbor to Monroe or Woodbury, and if they continue their normal practices, they will not be a good neighbor of Mountainville or Cornwall. Feel free to look up the public turnouts to fight KJ. The people in Monroe and Woodbury--of which I am one--have nothing against the religion of the people living in KJ; what we find objectionable is the total disregard for the zoning law in a town. KJ puts properties into the correct position to then say "we want this property annexed into KJ;" when that happens, the zoning laws suddenly become the zoning laws of KJ and not the original town/village. Again, I ask: have you driven through KJ lately? If not, I strongly suggest that you do before allowing any KJ water or property request to be approved.

Everyone who has a well anywhere near this site should be very concerned. I find it odd that the DEC would find no environmental impact to pumping over 600,000 gallons of water a day. My common sense tells me that people will start to see their wells run dry or at the very least a change in their flow rate. This amount of water a day will impact the aquifers all along Route 32, into Mountainville and possibly surrounding areas up Angola Road and beyond. Maybe the DEC will guarantee that our wells will still be the same? We should be very concerned and very vocal about the true impact this absurd project will have.
